The bill (Reg. No.5111) regulates relations connected with the registration and issue of the birth certificate, passport of the citizen of Ukraine and passport of the citizen of Ukraine for traveling abroad. It determines the procedure of registration, issue and exchange of these documents, sets the requirements for the applications forms and defines the language of entries.

The Committee members stated that the bill duplicated the Verkhovna Rada Resolution "On Ratification of Decrees on the Passport of the Citizen of Ukraine, the Birth Certificate and the Passport of the Citizen of Ukraine for Traveling Abroad" adopted on 26 June 1992.

The People´s Deputies believe that it is unreasonable to adopt outdated passport specifications that are no longer used in the European countries.

The Committee members deem necessary to adopt the Law to offer comprehensive regulation of issue related to the registration, issue, exchange and use of the passport of the citizen of Ukraine and other documents certifying Ukrainian citizenship.
