The bill (Reg. No. 4652) authorizes insurance companies to
register road traffic incidents (by consent of the incident participants), provided the motor vehicles involved
are insured and there are no injured persons or victims.
While the bill was drafted, its title was altered and the controversial provisions appertaining to the amendments to the Law "On Compulsory Civil Liability Insurance of Transport Owners" were excluded.
The bill amends clause 124 of the Code of Ukraine on Administrative Infringements. Pursuant to it, a person whose civil liability is insured is released from administrative responsibility for violation of road traffic regulations that caused damage to motor vehicles, provided the road traffic incident participants were not in the state of alcoholic intoxication, and is authorized to draw a joint report on the incident.
The People´s Deputies stated that the amendments enhance the procedure of road traffic incidents registration. Topicality of the bill is caused by the necessity of harmonizing Ukrainian legislation with the international standards in insurance services.
The Committee members believe that adoption of the bill will bear positive consequences, ensuring efficient use of means of internal affairs bodies, enhancing activity in the field of insurance and increasing public confidence in it.
