The People´s Deputies of Ukraine adopted the fundamentals of Budget Policy for 2011, elaborated by the Cabinet of Ministers of Ukraine according to the appendix 1 of the Resolution.
In particular according to the indicated appendix, the State Budget Draft of Ukraine 2011 is supposed to be formed according to the realistic macro indexes of economic and social development of the state with the consideration of the amendments in taxation base through the liquidation of the administrative barriers of the business development and with simultaneous involvement of recourses and is supposed to correspond to the indicated purposes:
Formation of the amiable conditions for the development of the industry, stimulation of the stable economic and social construction of the state;
implementation of the reasonable debt policy;
social services, according to the real available state resources;
gradual increase of the social standards;
reformation of inter budget relations aimed at the provision of the stable social-economic development of regions;
concentration of resources of the budget aimed at the implementation of the prior state purpose program;
formation of the conditions necessary for the implementation of the state policy in the sphere of the foreign relations.
The People´s Deputies also upheld the Propositions of the Verkhovna Rada regarding the Fundamentals of the Budget Policy 2011 according to the appendix 2 of this resolution.
It was declared that the bill on State Budget of Ukraine 2011 is supposed to be coordinated with the Fundamentals of Budget Policy for 2011 and State Program of Economic and Social Development of Ukraine for 2011 that is supposed to be elaborated according to the Law "On State Elaboration of the Program of Economic and Social Development of Ukraine", adopted by the Cabinet of Ministers and submitted for the scrutiny of the Verkhovna Rada simultaneously with such bill.
Moreover, according to the Resolution, Cabinet of Ministers is supposed to elaborate and submit for the Parliamentary scrutiny the State Budget Draft 2011 with the consideration of the adopted the Fundamentals of Budget Policy for 2011.
In the course of the discussion certain amendments were introduced.
