On Monday, Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, delivered a speech at the Conciliative Council. He addressed the Government with a request to guarantee that activity of the heads of the local administrations is legitimate, and prevent party development in the regional civil service.

M.Tomenko stated that "lately, the head of the regional State administration has become the first secretary of the regional committee of the Party of Regions who strengthens personnel provision of the Party of Regions and has supervisory functions." "Unfortunately, there is a negative experience of all the former parties of authority (the People´s Democratic Party, the Social-Democratic Party of Ukraine (united), Our Ukraine, the United Centre), when the heads of the regional State administrations assumed the party duties", he stated.

M.Tomenko suggested that the Government informed the heads of the regional State administrations that their basic duty is to fulfill the authorities of the civil servants and implement the laws, the President´s decrees and the Government´s resolutions, while "the party activity shall be carried out in their free time."

The Deputy Chairman also remarked on the lack of active cooperation between the Government and The Verkhovna Rada Committees. He called on the ministers to cooperate with the Parliament, not delegating their work to the officials in subordination.
