Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, calls for enhancing the Dialogue with the Council of Europe
On Thursday, Mr Lytvyn met Renate Wohlwend and Mailis Reps, PACE
Monitoring Committee Co-Rapporteurs. Mr Lytvyn stated that implementation of Ukraine´s
commitments to the Council of Europe would be subject to analysis "in part of
legislative and pragmatic decisions" in the nearest time. According to the Head
of the Ukrainian Parliament, this analysis should result in the development of ‘a
road map´ of the fulfilment of commitments, the stages and deadlines being fixed and
indicated.
The Head of the Parliament highly appreciated the activity of the Co-Rapporteurs, declaring that their assessments, observations and recommendations "will be accepted with gratitude." "It is not the Council of Europe, but our country that needs fulfilment of Ukraine´s commitments", V.Lytvyn stated.
Commenting upon the domestic political situation, Mr Lytvyn referred to the present period as to "the time of political activity", having stressed that The Verkhovna
Rada "understands common responsibility." "It is important that the parliamentary
environment establish civilized relations, he stated. Currently, balance in the
country shall be preserved: efficient authorities, powerful opposition and
freedom of speech."
Mr Lytvyn briefed on the law-making work of the Parliament aimed at the reforms of judicial and electoral systems for the purpose of fulfillment of Ukraine´s commitments to the Council of Europe. He stated that the Parliament had adopted the bill on judicial system at the first reading that day. V.Lytvyn believes that this act shall be forwarded to the Venice Commission to take into account the resolutions of this respectable institution.
