The Committee on Finance and Banking recommends that the Parliament rejects the Bill on Supplements to the Law "On Banks and Banking" (re Non-Extension of the Moratorium on Deposits)

The bill (Reg. No.5474) protects the private property right, preventing the cases of non-implementation of bank´s obligations under the bank deposit agreement. Pursuant to the bill, the moratorium shall not be extended onto the bank´s obligations under the bank deposit agreements.

 

The experts of the National Bank of Ukraine believe that adoption of the bill "will lead to the unpredictable consequences in the activity of the banks with acting or prospective provisional administration, decrease in their financial solvency and liquidity, violation of rights and interests of the bank creditors."
