ON WEDNESDAY, 12 MAY, THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONTINUED WORK IN THE PLENARY REGIME

 

Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine opening the sitting informed on the results of the work of the Verkhovna Rada of Ukraine in the course of the 11th May.

 

The People´s Deputies presented appeals, announcements and propositions.

 

On the course pf the negotiations between Ukraine and Russian federation regarding the elaboration of the international treaties the signing of which is planed on 17 May was reported by Andrii Kliuev, the First Deputy Minister of Ukraine.

 

A. Kliuev announced that there are five elaborated bills concerning the issues on the problems of cooperation intensification between countries, namely they are:

 

Treaty draft between Russian Federation and Ukraine on demarcation of the Ukrainian-Russian state border;

 

Treaty draft between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on cooperation in the sphere of use and development of the navigational satellite system "Glonas";

 

Treaty draft on interbank cooperation between "Ukreximbank" and open joint stock company "VTB Bank";

 

Treaty draft between the Ministry on Science and Education of Ukraine and Ministry of Science and Education of the Russian Federation on preliminary measures to be taken for the development of the scientific-educational cooperation for 2010-2012;

 

Program draft on cooperation between the Ministry on Culture and Tourism of Ukraine and Ministry on Culture of the Russian Federation for 2010-2014.

 

The Deputy Prime Minster characterized the treaties drafts in brief.

 

A. Kliuev stated that all the Treaties are elaborated for the signing and aimed at the strengthening of the effective bilateral relations in the stated spheres.

The People´s Deputies suggested adoption of the resolution in the result of the hearing information of the Cabinet of Ministers of Ukraine in which the latter was supposed to be recognized as insufficient and incomplete.

 

V. Lytvyn, the Chairman of the Verkhovna Rada of Ukraine explained that the Parliament would have passed the Resolution if it had been elaborated in time.

 

The Bill on amendments to the Law "On Amendments to the Law "On State System of Biosecurity in the Course of the Formation, Testing, Transpiration and Use of Genetically Modified Organisms" was reported by Yu. Karmazin, the People´s Deputy of Ukraine.

 

Anatolii Semynoha, the Chairman of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster reported on the Committee´s decision to recommend the Parliament adoption of the bill as a basis with the further elaboration in the Committee. The People´s Deputies recognized the bill as such containing drawbacks that are to be eliminated.

 

In the result of the scrutiny the bill was rejected.

 

The Verkhovna Rada of Ukraine rejected the bill on amendments to the Law "On Compulsory State Pension Insurance" (regarding the guarantees of the social protection of the citizens of Ukraine abroad).

 

The Bill on Amendments to certain Legislative Acts of Ukraine (re Prevention of Social Orphanage in the Families of Citizens who work Abroad) was presented by the Chairperson of the Sub-Committee of the Committee on Judicial Policy, Elina Shyskina. She stated that pursuant to the Bill, the bodies in charge of custody and care can impose temporary custody and care on the grounds of a joint appeal of either both parents or one of them residing with a child, for the period when they are not able to fulfill their paternal duties for valid reasons. The amendments are supposed to secure protection of rights of a child under the temporary custody (care), as well as control over the conditions of upkeep, upbringing and education of a child on the part of the bodies in charge of custody and care. 

 

The Verkhovna Rada of Ukraine passed the Resolution "On Celebration on the State Level of 450th Anniversary of Peresopnytske Gospel" by 357 votes.

 

Having scrutinized the bills on amendments to the Code of Ukraine on Administrative Infringements (regarding the liability for the violation of water and forest legislation) and on amendments to the clause 13 of the Law "On Childhood Protection" (regarding the privileges crediting for the improvement of the dwelling conditions for the families having many children), the People´s Deputies rejected them.

 

The Parliamentarians failed to include into the agenda of the session several more bills and V. Lytvyn, the Chairman of the Verkhovna Rada of Ukraine adjourned the morning sitting.
