The bill (Reg. No.6451) was reported by the First Deputy Chairman of the Secretariate of the President of Ukraine Olena Lukash. She reminded that according to the item 5 of the first part of the clause 85 of the Constitution of Ukraine the Verkhovna Rada defines the principles of the home and foreign policy. Though, this Constitutional requirement has not been completely implemented still.
O. Lukash declared that the President of Ukraine deems it necessary to adopt the Law "On Principles of Home and Foreign Policy" aimed at the complex regulation of these issues.
The First Deputy Chairman of the Secretariate stated that the basis of the home and foreign policy of the state are based on the absolute abidance of the Constitutional norms, protection of rights and liberties in Ukraine, proclaimed by the Constitution of Ukraine, according to the generally recognized norms and principles of international Law, provision of the social orientation of Ukraine and stable social-economic development of Ukraine, strengthening of the democratic basis of the social and state life, protection of supremacy of Law, economic and political independence of the state, protection of the national interests.
O. Lukash separately emphasised the fact that the bill also suggests the mechanism of implementation of home and foreign policy.
The Law also envisages the introduction of the amendments to the Law "On Principles of the National Security of Ukraine" regarding the adjustment of the foreign political orientation of the state.
In the course of the discussion for the support of the bill expressed the representative of the coalition factions. They emphasised the necessity of the bill adoption as well as immediate regulation of the defining and implementation of the home and foreign policy principles in one legislative cat.
Their opponents opposing factions representatives agreed with the necessity of the legislative regulation of the principles of home and foreign policy of the state pointed out the attention to the fact that "rashness" of the bill´s scrutiny, expressed against the extraction from the text of the effective Law "On Principles of the National Security of Ukraine" norms regarding NATO membership and also implementation of the land market regarding agricultural areas.
In the course of the discussion 8 Committee members upheld the bill, 7 were against.
