There are no legal grounds for holding the extraordinary parliamentary elections. Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made the above-mentioned statement after the meeting with John Tefft, Ambassador Extraordinary and Plenipotentiary of the United States of America to Ukraine.
Asked about the initiative of Yulia Tymoshenko, the BYuT leader, about the commencement of the national campaign for extraordinary parliamentary elections, V.Lytvyn expressed his willingness to debate extraordinary elections "on condition a round table discussion is organized at the parliament to negotiate a civilized election system." "Let the resolution on the open-ballot election system be adopted, the parties nominate their candidates in electoral districts and the people vote for the candidates. Afterwards, let their party membership be considered, - the Head of the Parliament stated. Then there will not be a situation that several smart people bought the parties yesterday, calling for the extraordinary elections today to include the party sponsors into the lists."
V.Lytvyn stated that "political and moral grounds for such elections can be considered", while there are no legal grounds for that. He reminded that any election campaign is funded at the budget expenses, while the State Budget envisages only UAH 40 million for holding the extraordinary elections to the local authorities.
V.Lytvyn stated that the extraordinary parliamentary elections would not be held, as "the public can organize only uprisings called revolutions." "We need a revolution in the economic, educational and public health sectors. The political revolutions suffice for the nearest one hundred years, he stressed.
