ON THURSDAY, 15 APRIL, THE PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine opening the morning sitting briefed on the results of the Verkhovna Rada of Ukraine work in the course of the plenary meeting on 14 April.
YTB and "Our Ukraine-People´s Self-Defence" demanded announcing of the break. I. Kyrylenko, YTB Faction Leader pointed out the attention to the rejected on the yesterday´s sitting bill on amendments to the clauses 5 and 8 of the Law "On State Social Aid to the Low-Income Families". He accused the coalition and Party of Regions in the situation.
Party of Regions factions and CPU also insisted on the break in the sitting.
O. Efremov assured that the coalition would be working and adopting decision interests of the state.
The People´s Deputies included into the agenda the Resolution Draft "On Present Situation, Tasks and Further Perspectives of the Chornobyl Disaster Consequences Overcoming" (dedicated to the 54tgh Anniversary of the Chornobyl Disaster).
The Bill of the State Program on Economic and Social Development of Ukraine was reported by Andrii Kliuev, the First Deputy Minister of Ukraine. He informed that according to the results of the social-economic development of Ukraine, evident problems and expected influence of the changes of foreign political and foreign economic situation the national economics, the State program defines the immediate actions of the cabinet of Ministers of Ukraine, aims, priorities of the social-economic development and system of basic measures to be taken for the implementation of the state policy in year 2010.
To the State program is added the register of the state programs that are supposed to be implemented with the use of the state budget funds and cooperation plan with international finance organisations in year 2010.
The Program, in particular, envisages that "its main principals and tasks are: turn around if the state funds and banking system, restoration of the crediting for the real sector of the economic, conduction of deep infrastructural reforms, activation of investments into the economics modernization, formation of the enabling environment for the entrepreneurship etc." Pursuant to the document, one of the principal tasks of the governmental work in first 100 days is the elaboration of the realistic and balanced budget for the year 2010.
The tasks and measures of the State program of economic and social development of Ukraine for the year 200 the Cabinet of Ministers scrutinizes as preliminary, urgent and anti-crisis.
Oleksandr Tkachenko, the Chairman of the Committee on Economic Policy reported the decision of the Committee to recommend that Verkhovna Rada of Ukraine adoption of the Bill of the State Program on Economic and Social Development of Ukraine.
According to him, the Bill is aimed at the altering of the disastrous situation in national economics under the complicated finance-economic situation in the world.
Representatives of the coalition factions upheld the Bill of the State Program and positively evaluated its principles.
Representatives of the oppositional factions declared that they had no opportunity to get acquainted with the bill as they received the copies on 15th April. The speakers emphasised that the Program had no finance provision and it is not supposed to be seriously scrutinized in the session hall.
The People´s Deputies expressed for the scrutiny of the Bill in the Committees and then in the session hall.
The Verkhovna Rada of Ukraine adopted the Bill of the State Program on Economic and Social Development of Ukraine by 242 votes.
The People´s Deputies scrutinized certain number of resolution drafts on appointing and dismissal of judges and passed relevant decision.
The People´s Deputies failed to scrutinize the issue on termination of the powers of the members of the National Council of Ukraine on Television and Radio Broadcasting Matters as this issue needs further elaboration.
The Bill on amendments to the clause 33 of the Law "On Compulsory State Pension Insurance" (regarding the rates of the pensions according to disability) was reported by M. Kulchynskii, the People´s Deputies of Ukraine.
Chairman of the Committee on the Matters of Pensioners, Veterans and Persons with Disabilities Valerii Sushkevych reported on the Committee´s decision to recommend the Parliament adoption of the bill as a basis.
Though the bill failed to receive the necessary quantity of votes and was rejected.
The Verkhovna Rada rejected two more bills regarding the social protection of people with disabilities in Ukraine. The Party of Regions faction and Lytvyn Bloc in full quantity did not participate in voting
The Verkhovna Rada also rejected the bill on amendments to certain legislative acts of Ukraine on international adoption.
Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the morning meeting of the Verkhovna Rada of Ukraine.
At the beginning of the afternoon sitting, the Parliamentarians scrutinized resolution draft "On Present Situation, Tasks and Further Perspectives of the Chornobyl Disaster Consequences Overcoming" (dedicated to the 54tgh Anniversary of the Chornobyl Disaster). It was reported by Anatolii Semynoha, the Chairman of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster.
In the course of the discussion, the People´s Deputies expressed certain number of proposition and remarks to the bill.
The Verkhovna Rada passed the Resolution as a basis by 381 votes.
Resolution draft on celebration of memorial dates and jubilees in the year 2010 was reported by Volodymyr Yavorivskii, the Chairman of the Committee Culture and Spirituality. He pointed out the attention that the draft had no political colouring and contains all the proposition of the Committee members.
The resolution draft failed to obtain necessary number of votes and was rejected 211 votes.
The People´s Deputies scrutinized the Bill "On Amendments to the Law of Ukraine "On Milk and Dairy" (re compliance of quality and safety of dairy with the legislatively established standards) at the second reading and in its entirety by 357 votes.
The Verkhovna Rada of Ukraine also adopted the Laws "On Amendments to the Law "On Restoration of Debtor Solvency or Declaration of Bankruptcy" (re Management of Bankrupt Enterprise) and "On Amendments to the Code on Administrative Infringements (re boost of actions aimed at fighting poaching).
The Chairman adjourned the plenary meeting.
