Committee on Taxation and Customs Policy recommends that the Parliament directs for the Repeated First Reading the Bill on Amendments to the Customs Code of Ukraine in the Result of Adherence of Ukraine to the Convention of Temporary Importing

The bill (Reg. No4646) suggests supplement the register of goods regarding which the permission for temporary import with the conditional release from the taxation might be implemented. Such goods are sound carrier and/or image with the recording of television programs, and /or phonogram and/or videogram and/or audio visual pieces that are imported with the aim of circulation by the means of technical means of broadcasting.

 

In the course of the Committee sitting it was declared that the Bill is elaborated with the aim to harmonize the norms of Customs Code of Ukraine with the principles of the Convention on Temporary Importing, Ukraine has joined.

 

s. Teriokhin, the Chairman of the Committee emphasised that "pursuant to the Convention demands, the term "temporary importing" means customs regime under which the goods are supposed to be imported with the indicated aim and allotted for the further export within the indicated term and not to be changed, except the case of normal reduce of their price cased by their use."

 

Taking into the consideration the mentioned above facts, the suggested by the bill amendments do not harmonize with the demands of the Convention in the part of purpose of temporary import defining and will facilitate purposeless privileges for the goods that are actually being imported with the commercial aim.
