Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine deems the Principal Criterion of the Parliamentary Activity the Increase of the Citizens Welfare.

"If one compares the last period of the parliamentary work according to this criterion with the previous cadency, it will become obvious that we entered new level according to the quantitative factor, though it is not a correct criterion of evaluation as the rate of the citizens´ welfare, their life satisfaction - is the principal criterion, hence it is too self-confident and incorrect, moreover, we are overcoming now the complicated economic and social situation."

The Head of the Parliament expressed for the necessity of the "adoption of one decision: stop adoption of the law defining the extra privileges and provide the implementation of the existing social laws, that is already adopted", otherwise "we will face the situation, when the law are being produced that are not supported by economy, then the law are not obliged and people appeal to the courts, the courts in their turn pass the relevant decision though they are not implemented that is the issue remains unsolved." "I am convinced we are obliged to show people how we are working then people would show certain content", V. Lytvyn declared.
