The Victory Banner is a symbol of the Great Patriotic War, the flag of the 150th Rifle, Order of Kutuzov 2nd class, "Idritskaya´ Division, raised on the Reichstag in Berlin on 1 May 1945. The Bill (Reg. No. 4355) regulates the official use of the authentic copies of this symbol.

The Committee members stated that scrutiny of the Bill is of special importance on the eve of "two equally significant dates in the history of the Ukrainian people: the 65th anniversary of Ukraine´s liberation from the German-fascist aggressors and the 65th anniversary of Victory of the Soviet people in the Great Patriotic War of 1941-1945".

Adoption of the Bill is said to enhance military-patriotic education, promote respect for the creators of the Great Victory over fascism and preserve historical memory of the modern and future generations about the deeds of their predecessors.
