Opening the sitting, the Chairman of the Committee Oleh Zarubinskii emphasised that the problem of foreign Ukrainians does not loss its actuality thus round table discussion "Perspectives of the Legal Regulation of the State Aid to the Ukrainian Community Abroad. Leading principles of the future Law" is a logical continuation of the discussion that commenced on 14 October 2009 in the course of the parliamentary hearings "Foreign Ukrainians: Present State and Perspectives of the Cooperation."
In the work of the round table took part representatives of the Ministries and departments of Ukraine, scientific institutions, international and public organizations.
The Committee, according to O. Zarubinskii, analyzed and generalized all the propositions that were presented in the course of the parliamentary hearings, in particular regarding the improvement of the legislation on foreign Ukrainians concerning privileges for persons that have the status of "foreign Ukrainian", spread on them of the simplified order of Ukrainian citizenship, formation of amiable conditions for higher education for them in Ukrainian higher educational institutions etc.
O. Zarubinskii emphasised also that the leading tasks of the future Law that is supposed to regulate these issues is the improvement of the effective legislative field regarding the provision of the state protection of fixed in international acts and Constitution of Ukraine rights and liberties of the citizens that are beyond the state borders and also regarding the consolidation and development of the Ukrainian nation.
Oksana Bilozir, the People´s Deputy of Ukraine, presenting, introduced by her for the Verkhovna Rada of Ukraine scrutiny, bill "On State Aid to the Ukrainian Community Abroad"(Reg. No.6047), stated that the future Law is supposed to form the political, economic and social stimulus for the people for their participation in the state building.
Pursuant to the clause 25 of the Principal Law of Ukraine, the state guarantees the treatment and protection for its citizens that stays beyond its boarders, the participants of the meeting emphasised
The round table discussion participants are convinced that the adoption of the legislative act prevents the infringement of rights and liberties infringement of the Ukrainian abroad, facilitates the reduction of the legal nihilism concerning the employment issue of the Ukrainians abroad and improvement of the mechanism of citizens protection that leave the state with this purpose.
