The
Bill (Reg. No. 5143) supplements Part 1 of Clause 1 of the Law "On
Settlements Improvement" with the definition of the term "a small
architectural form" as one of the elements of settlements improvement.
Pursuant to the Bill, a small architectural form is a small edifice (up to 30
sq.m.) for entrepreneurship constructed from weight-reduced parts and placed
temporarily without a buried foundation.
The author deems necessary to adopt the Law, as the order of location of small architectural forms for entrepreneurship is currently regulated by the Cabinet of Ministers. However, the Law fails to define the very term "a small architectural form".
The Committee upholds the Bill, as its adoption will legitimize the concept of a small architectural form, regulating relations between the local self-government bodies and the subjects placing such objects of settlements improvement.
