Pursuant to the Bill (Reg. No.2578), the bodies in charge of custody and care can impose temporary custody and care on the grounds of a joint appeal of either both parents or one of them residing with a child, for the period when they are not able to fulfill their paternal duties for valid reasons. The amendments are supposed to secure protection of rights of a child under the temporary custody (care), as well as control over the conditions of upkeep, upbringing and education of a child on the part of the bodies in charge of custody and care.
