Mykola Tomenko: Effective Local Self-Government is possible in Case its Real Rights are protected, the Deputy Corps are reduced and Its Activity is depoliticized

On Wednesday, adjourning the Parliamentary hearings "Reformation of the Ukrainian Legislation on Local Elections in the Interests of the Territorial Communities" and summing up their work, M. Tomenko named five problems that are to be solved for the effective and responsible functioning of the local self-government.

 

The first problem according to M. Tomenko concerns the authorities of the system of the local self-government. "Real economic and finance independent local self-government is possible only after the amendments to the Constitution", he stated and added that all the sociological investigations show that the citizens of Ukraine totally uphold the necessity of amendments in the part of the broadening of the rights of the local self-government.

 

Second problem M. Tomenko named the quantity of the Deputies corps. "At the present moment Ukraine probably possesses the biggest Deputies corps in theI world", he emphasised and stated that there are 233 thousand 493 Deputy of the local self-government in Ukraine. "It is obvious that the objective quantity of the local self-government deputies should be defined by the Verkhovna Rada and it should be reduced at least in three times."

 

"The third problem is the term", the Deputy Chairman stressed. According to him, it is extremely necessary to complete the introduction of the amendments to the Constitution for the provision of the five-years-term of service for all the system of the local self-government.

 

The fourth problem M. Tomenko deems the election system. "The present system has not justifies itself thus we need an evolution to the balance between the political interests and that of citizens of Ukraine and the latter is the most important", the Deputy Chairman of the Verkhovna Rada of Ukraine stated.

 

"The last problem is that all the amendments in the system of the local self-government and election system in particular are not supposed to be the model profitable for the cities mayors or the political parties. It should be the model that combines the interests of the communities, local self-government and state power bodies", the Deputy Chairman of the Verkhovna Rada of Ukraine declared.
