Volodymyr Lytvyn: First of all it is necessary to resume Guidance the Affairs of the State

 

Volodymyr Lytvyn, theI Chairman of the Verkhovna Rada of Ukraine rejects accusations in the violation of the legal norms during the Parliament adopted the amendments to the Law on the Standing Orders of the Verkhovna Rada of Ukraine.

 

Explaining his position in the interview for the first channel of the National Radio he stated: "In the heat of the political debates, as usually, one "iron" argument is always used, it is the accusation in the violation of the Laws and Constitution of Ukraine. But when people possess the authority they deem that they obtain permissiveness but when they lose their force, immediately remember the Principal Law."

 

The Head of the Ukrainian power reminded that the constitutional obligation of the Government is to present the State Budget in time foe the Parliamentary scrutiny and afterwards adopt the Law on the State Budget of Ukraine. He also emphasized that according to the Constitution of Ukraine and Laws that regulate the economic life of the country it is inadmissible to implement capital expenditure if the state budget is not adopted. "All the time from the beginning of the current year, the Constitution and the Budget Code are being violated, though no one complains of it", - V. Lytvyn briefed.

 

He is convinced that now it is necessary to immediately solve those decisions that can calm down the people. "First of all it is necessary to resume guidance the affairs of the state", - the Chairman of the Verkhovna Rada of Ukraine expressed his point of view. According to him, to reach this goal, it is necessary to implement certain action in a certain consequences. First of all it is necessary to form the Government and to carry out an audit of the finance-economic state of the country.

 

Second step according to the Head of the Parliament is the adoption of the program of social-economic development of the country for the year 2010. He is convinced that the program is supposed to possess the specific exposition of the reformations in the social, budget and other spheres that are to be carried out until the end of the year.

 

The Chairman of the Verkhovna Rada is convinced that the adoption of such an important document as the Standing Orders of the Inner and Foreign Policy of the State should also take place as soon as possible. Moreover, "we are supposed to receive the address of the President of Ukraine to Ukrainian People and the Verkhovna Rada of Ukraine." The totality of these measures and adoption of all the indicated documents would become a basis for the effective state management.

 

Giving the answers to the questions on the principles pursuant to which the Government is to be formed, V. Lytvyn indicated that "it is necessary to make everything possible lest it is shame of the Cabinet of Ministers. "
