During the Fifth Session of The Verkhovna Rada of Ukraine of the Sixth Convocation, the Individual Appointments of the Citizens of Ukraine were mostly dedicated to the Provision of Law Order and Law Enforcement, Realization of Citizens' Rights and Liberties

According to the Parliamentary Committees and Deputy Factions Visiting Schedule, which is being ratified by the Decree of the Chairman of The Verkhovna Rada of Ukraine for every session, 33 visits attended by 262 visitors took place. According to the Citizens´ Applications Office of The Verkhovna Rada of Ukraine Secretariate, 273 issues were raised. 

 

It is mostly the disadvantaged groups of population that addressed the leaders of parliamentary committees and deputy factions. During the individual appointments, 51 appeals were presented by the people with disabilities of I-III groups, 21 by the children of war, 19 by the veterans of labour, 6 by the disabled war veterans and participants of liquidation works at the Chornobyl Nuclear Power Plant, 5 by the families with many children, etc.

 

The claimants were concerned with the provision of law order and law enforcement, realization of citizens´ rights and liberties.  The citizens complained about the unsatisfactory activity of the judicial branch of authority, violation of procedural law, miscarriage of justice, bribery and wiggery in courts.  

 

39 issues or 14,3% of the total number of appeals, were dedicated to the problems of housing. The issues concerning housing provision of the citizens entitled to it prevailed.

 

32 issues or 11,7 % of the total number appertained to the social security.

 

The large number of appeals submitted by the citizens from disadvantaged groups concerned the allocation of financial aid, mostly for the medical treatment, purchase of medicine, children education, dwelling repairs, etc.

 

There is still a considerable amount of the appeals concerning the labour issues, effective labour legislation infringements, wages calculation, employment services activity, etc.

 

In the course of the individual appointments, the issues on finance, taxation and customs policy were raised (16 issues or 5,9% of the total number). First of all, these issues concerned the activity of the commercial banks and other financial establishments and protection of the depositors´ rights.

 

Considerable part comprised the issues on the land relations (3,7% of the total number). Health protection matters remain crucial (3,3% of the total number), especially the issues on the work of the medical institutions and social-expert commissions.

 

All the written appeals received during the individual appointments were scrutinized at the parliamentary factions and committees secretariats. In the result of the personal visits, the Chairmen of the deputy factions and committees issued corresponding orders.

 

The Citizens´ Applications Office of the Verkhovna Rada of Ukraine Secretariate received 179 responses of the public authority and local self-government bodies as the result of the citizens appeals.
