The Committee on State Building and Local Self-Government recommends that the Parliament directs for the Further Elaboration the Bill on Amendments to certain Laws of Ukraine (regarding the Status of State Officer Allocation to the Medical, Teaching and Academic Teaching Specialists)

The Bill (Reg. No.3155) introduces a number of amendments to the Law "On State Service" and other Laws aimed at extension of the status of a State official onto medical, educational and scientific-pedagogical workers. Pursuant to the effective legislation, the State officials can not participate in the strikes, act as entrepreneurs, etc.

 

According to the Committee members, rendering of the state officers status to the mentioned above categories crucially alters the concept of the national state service and also contradict certain principles of the Law "On State Service."

 

Moreover, it was declared in the course of the meeting that rendering of the state officers status to the mentioned above categories in certain cases restricts the rights given to them by the law and implements extra restrictions due to the state service allocation peculiarities.

 

In the course of the sitting of the Committee, the People´s Deputies emphasized that for the solution of the issue on increase of the social guarantees and financial security for the indicated categories of specialists it is more efficient to confer them to the same state officials status concerning the issues of labour payment, financial and pension security through the implementation of the amendments to the profile laws regulating separate spheres of the professional activity.
