The Committee members listened to the reports of the representatives of the Ministry of Finance, JSC "State Oschadny Bank of Ukraine" and the Oranta National Joint Stock Insurance Company on the implementation of the Committee resolution of 13 May 2009.
The Committee members stated that the Law "On the State Budget of Ukraine for 2009" allocated 250 UAH million. Thus, UAH 87 million were allocated for the payout of defaulted deposits to the depositors who had not received the repayment in 2008; UAH 157 million to the inheritors of depositors who died in 2005-2008 and failed to receive a repayment for defaulted deposits in 2005-2008, and to those who died in 2009 or other persons; UAH 6 million to the inheritors of the insured persons or insurers who died in 2006-2008 and failed to receive a repayment for the defaulted deposits in 2006-2008, and to those who died in 2009 or other persons.
In 2009, a compensation in the amount of UAH 1000 should have been paid to 87 thousand citizens, or 1,4 per cent of the total of 6,4 million citizens who had registered and failed to receive due funds in 2008.
The Committee members stressed that amending the Law "On the State Budget of Ukraine for 2009", the Government failed to increase the expenditures for the payout of defaulted deposits in the amount of UAH 1000 to the persons registered at the State Register of the Savings´ Depositors who failed to receive due funds in 2008.
The Committee members recommend that The Verkhovna Rada facilitates adoption of the Bill on Amendments to the Law "On State Guarantees of Restoration of Ukrainian Citizens´ Savings" (re Mechanism of Savings´ Payout).
