The Bill (Reg. No. 5283) treats the great cormorant as the animal, shooting and entrapment of which can be performed in a non-hunting season or in the prohibited places if the licenses of corresponding bodies are available.   

The Bill sets the legal grounds for culling the great cormorant, since its population reached a critical environmental limit in several regions.
