The Committee on Social Policy and Labour recommends that the Verkhovna Rada of Ukraine adopts as a Basis the Bill on Amendments to the Law "On Social Protection Basis of Homeless Citizens and Children"

The Bill (Reg. No5487), directed by the Cabinet of Ministers of Ukraine envisages the specifications of certain terms, altering of the working order of separate establishments for homeless citizens etc, presenting new version of the Law "On Social Protection Basis of Homeless Citizens and Children."

 

According to S. Bychkov, the Deputy Minister of Labour and Social Policy of Ukraine, in particular it is suggested to introduce considerable amendments to the term "homelessness" defining. Pursuant to the Bill, "homelessness" is a social state of a person, caused by the absence of any dwelling at one´s disposal, adapted and suitable for living.

 

The speaker sated that is also suggested to establish separate groups of the population, having special risk to lose dwelling, first of all they are children, deprived of the parental care, hostels inhabitants, persons living in the leased dwelling houses, in relatives apartments, persons with mental disorders and addicted to psychoactive substances.

 

Except present social protection establishments for the homeless citizens, the Bill suggests introduction of their new type center of complex service for this category of citizens, structural subdivisions of which give the persons opportunities to receive necessary complex of services.

 

It is also envisaged to implement the liability for the legislation infringements concerning the social protection of homeless citizens and children.

 

The Committee members upheld the Bill as its adoptions facilitates the improvement of the social services system for the homeless citizens.
