Oleksandr Lavrynovych: The Talks concerning Formation of the Parliamentary Coalition are based on the Action Plan of the President of Ukraine
"We will have newly formed coalition and Cabinet of Ministers of Ukraine soon", - Oleksandr Lavrynovych, the First Deputy Chairman of the Verkhovna Rada of Ukraine declared in the course of the interview for "Inter" television channel.
He is convinced that after the Chairman of the Verkhovna Rada of Ukraine officially announces "the juridical consequences of the formation someone calls coalition, which amounts to less than a half of the Constitutional personnel of the Verkhovna Rada of Ukraine, the issue on the vote of nonconfidence to the Government would be scrutinized that will result in the formation of the new coalition and therefore new Cabinet of Ministers."
"O. Lavrynovych stated that the negotiations on the formation of the new coalition are being held with all the Parliamentary factions except YTB, based on the President of Ukraine Viktor Fedorovych Yanukovych Program."
Though, O. Lavrynovych announced that the coalition would be set up rather than early Parliamentary elections would be held.
Giving answers to the questions of the journalist, whether the demands of the Party of Regions opponents are legitimate, stating that the present coalition is not to be dissolved as for the moment of its creation, the Regulations of the Verkhovna Rada of Ukraine had not come into force yet, O. Lavrynovych emphasized that the point is now in the procedure of the coalition activity cessation.
"Regulations demands are not mere formality; instead, they are convincing proof that the majority in the Verkhovna Rada is competent enough to adopt stable decisions to implement the governmental program and activity", - the First Deputy Chairman of the Verkhovna Rada of Ukraine emphasized and reminded that in the result of the activity of the present, so-called coalition, "we received the Government without the program, action plan and appreciation of the present and future reality. The Government which is not supported by the majority is irresponsible."
"Today we discuss the Regulations clause on coalition activity cessation. Pursuant to the clause, if the coalition fails to amount to 226 People´s Deputies, it stops its activity. At this time, there are less than 200 Deputies, hence it is obviously that the new page is opened, the page for the formation of the constitutional coalition in the Parliament as the Principal Law demands."
