Volodymyr Lytvyn: Activity of a Coalition is confirmed by its Ability to pass Resolutions

"I am deeply convinced that a coalition is an instrument necessary for the formation of the Government and implementation of those tasks the Cabinet of Ministers and Verkhovna Rada face", - Volodymyr Lytvyn, Chairman of the Verkhovna Rada, declared on Friday in the course of the interview for Channel 5. According to V.Lytvyn, existence of any coalition may be proved only in the process of work and adoption of decisions.

 

The Head of the Parliament stated that during this session the Verkhovna Rada of Ukraine scrutinized 123 issues and managed to adopt only 78 decisions,neither of these decisions being adopted with the help of the coalition. During this period more then ten governmental bills were rejected. "It is not a rare fact that the governmental faction does not uphold the issues forwarded by the Cabinet of Ministers", - V. Lytvyn proclaimed.

 

He is convinced that existence of any coalition is confirmed not even by the formalities one is supposed to oblige in the course of its formation, but also by the ability to pass the decisions.

 

"It disappoints me to raise this issue as a key one and make ritual ceremonies over it instead of scrutinizing the state budget 2010 for instance", Volodymyr Lytvyn stated.

 

"If the present coalition fails to prove its existence and new coalition is not formed, we should be aware of the possibility of early Parliamentary elections, - the Chairman of the Verkhovna Rada of Ukraine emphasized. I repeatedly made the point that it is necessary to alter the Law on election of the People´s Deputies of Ukraine rejecting the system of closed party list. People first of all want to elect personalities and their membership in this or that party should be on the second place."
