"As for me, the coalition is a matter of result. All the rest is moralization and political accuses, - V. Lytvyn declared in the interview for Rada television channel on Friday. I deem necessary to stop whimpering over the fact whether there is a coalition or there is no coalition, one should take into the consideration whether there is work in the Parliament or there is no fruitful work in the Parliament. It should be measured by the way the decisions are solved in the Verkhovna Rada, not by the number of these decisions."
V. Lytvyn reminded that Clause 83 of the Constitution of Ukraine strictly defines that the coalition in the Parliament is formed out of the deputies´ factions by the majority of the People´s Deputies from the constitutional composition of the Verkhovna Rada of Ukraine. "There should be 226 certified signatures on entering the coalition", - he emphasized.
"If such documents are not presented at the Parliament, I shall be compelled to announce termination of the coalition existence. There is no other way", - V. Lytvyn stated.
"I addressed the Coalition Board with the appeal to submit the official documents on coalition. If the documents exist, we are obliged to work. What is the reason then that the Parliament is not working?", - the Head of the Parliament asked.
"I am being persuaded in the existence of the coalition but we are not able to adopt serious decisions, the Verkhovna Rada passed over 2 thousand decisions, out of which only 130 are adopted exclusively by the coalition, hence the point arises, who is responsible for the activity of the Government that is formed by the coalition and in the course of last two weeks the coalition, Yulia Tymoshenko Bloc first of all, failed to adopt more than ten issues", - V. Lytvyn stressed.
"The Government shall immediately bring forward the Draft Budget for 2010 and it should be put to the vote at once, in case it is adopted, no one will doubt the coalition existence", - he proclaimed. At the same time, V. Lytvyn declared that the Deputies "are not willing to do this, so the country lives without the Budget."
Answering the questions, V. Lytvyn expressed his hopes that the next plenary week would be fruitful: "Of course we will be working, there will be no blocking, the People´s Deputies having finally understood that there are the Verkhovna Rada of Ukraine Regulations and one is obliged to act according to the Law."
V. Lytvyn believes that the Bill on the Vote of Nonconfidence to the Government, registered on 24 February by the Party of Regions, will add tension to the work of the Parliament. Pursuant to the legislation, the issue is to be introduced for the Parliamentary scrutiny within ten days, V. Lytvyn reminded.
