The Bill (Reg. No. 4486) abolishes the institute of discharge from criminal responsibility in accordance with the Law on Amnesty, envisaging possible discharge from the punishment only after the hearing of the criminal case. It also extends the terms of discharging from criminal responsibility for the crimes of medium gravity.
The Committee members uphold the Bill, as its implementation will secure the right of the injured party to obtain compensation for the damages or losses inflicted by the crime. Moreover, the Ukraine´s commitments as to protection of human and civil rights will be fulfilled.
