The Committee on European Integration scrutinized the Bill on Amendments to the Law "On Natural Monopolies" (re Access of Consumers to the Networks or Infrastructure of the Subjects of Monopoly) as to its Compliance with the EU Legislation

The Bill (Reg. No. 5068) guarantees equal non-discriminatory access of economic entities working at contiguous markets to the networks of the subjects of natural monopolies (railway transport, electricity transmission, water supply, water drainage, heat supply, etc) and to the services of infrastructure of the subjects of natural monopolies.

 

The Committee members stated that the Bill complied with the EU law, as pursuant to Part 2 of Article 86 of the Treaty on European Union, undertakings entrusted with the operation of services of general economic interest or having the character of a revenue-producing monopoly shall be subject to the rules contained in this Treaty, in particular to the rules on competition, in so far as the application of such rules does not obstruct the performance, in law or in fact, of the particular tasks assigned to them.
