Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, believes that Alteration of the Election System shall turn around the Local Authorities and make them Subordinate to the Public

 

In the interview to "Izvestia v Ukraine" newspaper, V.Lytvyn stated that elections to the local authority bodies could be held in autumn.  

 

"Several resolutions shall be adopted. A working group was set up to draft a number of laws. Firstly, the period of authorities of mayors and local councils shall be altered, as mayors are currently elected for four years, while the councils for five. The terms shall be equaled. Moreover, it is necessary to streamline the election system", - the Head of the Parliament stated.  

 

According to V.Lytvyn, having met the leaders of the parliamentary factions on 3 March, President Viktor Yanukovych "agreed that the local elections shall be held under the majoritarian electoral system".

 

"We have seen the results of the proportional representation system during the local elections. The authorities become inadequate, uncontrolled, irresponsible and clannish. However, the situation proves true for the general elections as well", - the Head of the Parliament stressed.

 

"If the said alterations are introduced, the elections will dramatically turn around the authorities and make them subordinate to the people. It shall be done till the beginning of September, the elections being announced", - V.Lytvyn summed up.
