Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine excludes the Possibility of the Third Round of the Presidential Elections Conduction
"I do exclude the third round of elections, - V. Lytvyn declared on Monday giving answers to the journalist questions. The situation 2004 is impossible now."
The Head of the Parliament predicts numerous legal actions on the part of the both candidates "in order to reduce or increase the percent on those territorial committees that form the gap now."
Giving answers to the journalists´ questions, V. Lytvyn named the election result "obvious." "I must confess that I have expected such a result", - he declared. The Head of the Parliament mentioned that he had never believed in the gap of 12% and more between the candidates for the president´s chair.
The Chairman of the Verkhovna Rada stated that the newly elected Head of the State is supposed to be aware of the fact that "Ukraine is split and now it is extremely essential to adopt the responsible decision and appreciate the fact that Ukrainian people are sure to face the complicated challenges."
According to the Head of the Parliament, the newly elected President would be obliged to conduct the effective and comprehensible inner policy.
Giving answers to the journalists´ questions, V. Lytvyn repeatedly made the point that the pre-termed parliamentary elections would not take place. "Reformatting" of the Verkhovna Rada of Ukraine, he stated, "is possible due to the dissolution, though the issue will scarcely take place."
According to the Head of the Parliament, the pre-termed election conduction is possible only under the condition of the adoption of the Law on either the open ballot or majority elections of the People´ Deputies of Ukraine. The decision adoption on the altering of the election system may be a stabilized factor in the present situation, he supposes.
V. Lytvyn also agreed that there is a necessity to organize the work of the Verkhovna Rada of Ukraine and expressed the thought concerning the possibility of three majority configurations. First of all, according to him, it is the present coalitions if it proves its legal ability and working capacity. Though, V. Lytvyn emphasized that "there is a question in such a case, what relations will we have between the President and the Prime Minister" under the conditions they have already declared the lack of intentions to cooperate.
The second variant, according to his words may be the coalition formation between the Party of Regions and Yulia Tymoshenko Bloc with "the reanimation" of the negotiations that used to be conducted between these political powers. He stated that "according to the level of counteraction it is rather complicated for the present day."
The third variant in the Chairman opinion is the formation of the coalition between party of Regions and "Our Ukraine-People´s Self-Defence" factions.
"There are no other variants, but one understands though, that this chaos may be endless", - V. Lytvyn resumed.
