The Bill (Reg. No1430) suggests regulation of the relations connected with the advocacy and defining of the legal basis of the advocacy functioning in Ukraine.
In the course of the discussion, the Committee members expressed certain number of remarks concerning the Bill.
In particular it was declared that the document suggests the possibility of the formation of advocatory unions for the conduction of the advocatory self-government. Joining of advocated to certain unions is obligatory.
Self-Government Bodies, pursuant to the Bill are vested with the right to adopt the decisions on appointing the advocate status and advocacy certification, on cessation or rehabilitation of the Certificate etc.
Pursuant to the Committee members, the Bill envisages the formation of the considerable bureaucratic apparatus "of advocatory self-government bodies."
The Committee members are convinced that the advocate union may be formed but exclusively on voluntary ground. The advocates that do not belong to the advocate union are also supposed to possess the right on advocacy.
In the course of the discussion, the people´s deputies expressed also other remarks concerning the Bill.
