On October 29, 2026, the Verkhovna Rada of Ukraine adopted in the first reading and in its entirety the Law of Ukraine "On Amendments to the Law of Ukraine 'On Complete General Secondary Education' Regarding the Guarantee of Completing Complete General Secondary Education by Students Obtaining Profiled Secondary Education Within a Two-Year Senior High School in the 2026/2027 Academic Year at the Same General Secondary Educational Institution in Which They Were Enrolled (Transferred)" (Draft Law Reg. No. 15082-d).
The Law aims to ensure the right of students obtaining profiled secondary education within a two-year senior high school in the 2026/2027 academic year to complete their studies at the same educational institution or its legal successor. To this end, a simplified procedure is established for issuing or reissuing licenses to institutions reorganized or repurposed into gymnasiums until the end of the 2027/2028 academic year.
The implementation of the Law is intended to ensure the continuity of complete general secondary education for students studying within the two-year senior high school framework and to create conditions for them to complete their studies in a familiar educational environment.
