On October 29, 2026,  the Parliament adopted a Resolution of the Verkhovna Rada of Ukraine “On the Appeal of the Verkhovna Rada of Ukraine to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the NATO PA, the OSCE PA, the GUAM PA, State Authorities, Parliaments and Governments of Foreign States, and the International Communities on Non-Recognizing of the “Elections” to the state duma of the russian federation of the XI convocation” (Reg. No. 16091), submitted by the MP of Ukraine Serhii Vlasenko.

The Resolution of the Verkhovna Rada of Ukraine aims to approve the Appeal, which clearly sets forth the position on the non-recognition of the results of the so-called electoral process held on September 18–20, 2026, as well as the legitimacy of the representative body of the russian federation.

The Appeal emphasizes that the electoral process in the russian federation took place under the condition of systematic contraction of political space, the persecution of opposition politicians, and restrictions on freedom of speech and the activities of independent media and civil society.

Particular attention in the Appeal is given to the illegal conduct by the russian federation of the so-called elections in the temporarily occupied territories of Ukraine. The Appeal emphasizes that such actions violate the sovereignty and territorial integrity of Ukraine, and that their results cannot produce any international legal consequences regarding the status of Ukrainian territories, nor can they be used to legitimize the occupation and attempted annexation.

The Appeal contains an important call not to recognize the results of the so-called elections, the legitimacy of the state duma of the russian federation of the ninth convocation, its deputies, or their mandates in the parliamentary delegations of the russian federation, and to prevent the latter from participating in the activities of international and interparliamentary organizations, assemblies, and other representative bodies as individuals lacking a proper democratic mandate.
