Agricultural Export and Storage, Fisheries Development, and EU Law Alignment: Summary of the Committee Meeting

On August 18 2026, a meeting of the Verkhovna Rada Committee on Agrarian and Land Policy took place.

One of the key agenda items was a discussion on current issues surrounding the storage and agricultural export. Taras Vysotskyi, Minister of Agrarian Policy and Food in Ukraine, took part in the discussion.  

The meeting participants noted that, given the limited capacity of maritime logistics, ensuring the stable operation of alternative export routes for agricultural products is of particular importance. Currently, approximately 800,000–900,000 metric tons of agricultural cargo are transported by rail each month. At the same time, due to an abnormal drought, the capacity of the Danube transport corridor has decreased, and some of the cargo is being transported by road.

In this regard, the priority tasks include targeted modernization of the logistics infrastructure, expansion of grain storage capacity, and creation of conditions for the resumption of full-scale operations on maritime export routes.

In addition, the Committee supported the draft Law "On Amendments to Some of Legislative Acts of Ukraine on Stimulating Economic Development of the Fishering Industry" (Reg.No 12384) revised for a repeated second reading, and recommended that the Verkhovna Rada of Ukraine adopt it as a whole.

The draft law aimed at improving the legal regulation of activities in the fisheries sector, establishing more transparent and clear conditions for business entities, ensuring public interest, providing free public access to water bodies and stricter environmental requirements. 

In addition, Members of Parliament considered European integration draft laws Reg. No. 15058 and No. 15058-1, aimed at improving sanitary and phytosanitary measures. Following the consideration, the Committee decided to submit a revised draft Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on Improving State Regulation in the Agri-Food Sector” for consideration by the Verkhovna Rada of Ukraine. The aforementioned revised draft was prepared on the basis of draft laws Reg. Nos. 15058 and 15058-1, in order to incorporate the provided proposals and comments. The Committee recommended that the Verkhovna Rada of Ukraine adopt the revised draft law as a basis in the first reading.

The Committee also approved the Report on the Work of the Verkhovna Rada Committee on Agrarian and Land Policy for the period of the fifteenth session of the Verkhovna Rada of Ukraine, the Committee's work plan for the upcoming parliamentary session, and Proposals for the Agenda of the next session.
