Oleksandr Lavrynovych: Executive Power is supposed to be responsible for the Lack of the State Budget for the Current Year
"It is strange and suspicious that today, on 13 January 2010 we discuss the process and not hte specific document such as the State Budget draft for the current year", - the First Deputy Chairman declared addressing from the tribune I. Umansky, the Deputy Minister on Finance of Ukraine in the course of the discussion of the situation with the absence of the state budget for the year 2010.
"I suppose, You are aware of the Constitutional Court resolution according to which it is forbidden to alter other laws with the help of the law on the state budget. It also was one of the propositions that were supposed to be implemented", - O. Lavrynovych stated.
The First Deputy Chairman also asked I. Umansky the question: "Are You aware of the fact that in such a situation You belong to the executive body that transcends the limits of Law hence you are the law breaker? Do You fell certain responsibility before the country that we do not have the state budget bill now for the year 2010?"
Having received no deliberate answer, O. Lavrynovych emphasized: "You are obliged to fulfill the Verkhovna Rada of Ukraine resolutions and not simply evaluate them."
