The Committee on Legislative Support of Law Enforcement held a Round Table Discussion to debate the Status and Legislative Support of Public Monitoring over the Protection of Rights of Children adopted by the Foreign Citizens

Viktor Shvets, the Chairman of the Committee declared that the Committee regularly conducts monitoring of the state policy regarding children protection from the sexual violence, exploitation and trafficking in children.

 

The Committee members listened to the information of the relevant ministries and departments chairmen.

 

Yuriy Pavlenko, the Minister of the Family, Youth and Sport Matters declared that the Ministry deems the issue on national adoption the priority still it does not object the international adoption.

 

Yu. Pavlenko informed that starting from the second half of the year 2006, international adoption reduced in two times and the national considerable increased.

 

The Minister of the Family, Youth and Sport Matters briefed that there are contradictions between the norms of the Family and Civil Codes concerning the adoption process.

 

He also expressed for the ratification of the Hague Convention on Children protection and cooperation concerning the international adoption.

 

The Members of the Committee expressed concern about the facts of the law enforcement agencies nonchalance regarding the problem of international adoption.

 

As a result of the discussion, the Committee will elaborate the resolution draft on moratorium on international adoption until the ambiguities elimination in the Family and Civil Codes norms.
