Parliamentary Support for the Negotiation Process on Ukraine's Accession to the EU: Verkhovna Rada Adopts Resolution

On June 11, the Verkhovna Rada of Ukraine adopted the Resolution "On Parliamentary Support for the Negotiation Process on Ukraine's Accession to the European Union" (Reg. No 15297).

In accordance with the Resolution, the Cabinet of Ministers of Ukraine together with the committees of the Verkhovna Rada of Ukraine, have to ensure the coordinated drafting of draft laws aimed at approximating Ukraine's legislation with the EU law, and fulfilling Ukraine’s international legal obligations in the field of European integration.

The act states, in particular, that where consultations are held with EU institutions regarding the content of draft laws being prepared for registration with the Verkhovna Rada, as well as those submitted to the Verkhovna Rada for consideration, the Government must inform Parliament of the results of such consultations, the parliamentary committee designated as the lead committee for the preparation and preliminary consideration of the draft law in accordance with its remit, as well as the committee whose remit includes assessing the compliance of draft laws with Ukraine’s international legal obligations in the field of European integration.

The Cabinet of Ministers shall also submit quarterly reports to the Verkhovna Rada on the status of implementation of the National Program for the Approximation of Ukraine's Legislation to EU Law (EU acquis), and coordinate its draft acts amending the National Program and its components with the authorized representative of the Verkhovna Rada. This coordination shall be carried out by the authorized representative of the Verkhovna Rada, taking into account the positions of the relevant committees—specifically the committee responsible for assessing the compliance of draft laws with Ukraine's international legal obligations in the field of European integration—as well as members of the respective working (negotiating) groups tasked with preparing Ukraine's negotiating positions during talks with the EU.

Furthermore, the Government shall submit quarterly reports to the Verkhovna Rada of Ukraine on the current status of negotiations regarding Ukraine's accession to the European Union, and provide information on these matters during coordination meetings with the leadership of the Verkhovna Rada of Ukraine and members of the Conciliation Council of Parliamentary Factions and Groups.

In addition, the Cabinet of Ministers of Ukraine shall ensure that the Parliament is promptly informed of decisions adopted regarding Ukraine by European Union bodies, as well as the individual positions of EU member states.
