Oleksandr Lavrynovych: The Effective Law on Presidential Elections protects and controls Realization of the Constitutional Right for Free Expression of Popular Will

 

"It is inadmissible to revise the Law on presidential elections during the election campaign. Moreover, it exceeds the limits of legal framework if it is done after the first round of elections, before the run-off vote", - Oleksandr Lavrynovych, First Deputy Chairman of The Verkhovna Rada stated during the conciliative council, where the agenda of the last plenary week of the current session of The Verkhovna Rada was discussed.  

 

The politician drew attention of the deputies to the proposals of the pro-government Faction appertaining to two issues. "The first issue concerns specification of the lists of voters on the election day. The second one appertains to the voting outside the voting premises".

 

As far as the voting outside the voting premises was concerned, the politician stated that attempts had been made to alter the legal procedure. "Instead of securing the constitutional right for free expression of popular will, they are trying to restrict the citizens´ rights", - O.Lavrynovych stressed. 

 

According to the politician, "the effective Law on presidential elections establishes total control over the voting outside the voting premises". He specified: "At least three subjects of three candidates shall be present at the voting. Observers of the voting shall also be present".

 

Therefore, the First Deputy Chairman of The Verkhovna Rada assumed that "this matter presupposes not the actual amendment of election legislation, but a certain technology of influencing the voters during the count of votes".

 

According to the First Deputy Chairman, "another issue to be discussed concerns Anatoliy Pysarenko, member of the Central Election Commission". O. Lavrynovych stated that "this issue came into notice on the election day". The First Deputy Chairman expects that the matter will be settled within the plenary week, since "certain political forces exploit this issue to disrupt the work of the Central Election Commission".
