This year, Ukraine will receive a EUR 45 billion Ukraine Support Loan from the EU, which consists of two parts - military and budget support. Within the military part, the first tranche will be delivered to Ukraine in May, while the first tranche of budget support is expected in June. In general, EUR 28,3 billion will be allocated for defence needs and EUR 16,7 billion to cover the budget deficit.
This was stated by a member of the Servant of the People faction and Chair of the Verkhovna Rada Committee on Budget, Roksolana Pidlasa.
“Funding for military needs is unconditional, meaning we will receive it regardless, and it depends only on the schedule to be agreed between the European Commission and the Government of Ukraine. At the same time, budget support is conditional on Ukraine’s progress in implementing reforms in the economic sphere, anti-corruption, and the rule of law. In this context, it is important how the parliament adopts legislation and how the government implements decisions, in line with the indicators agreed with the European Union,” the politician noted.
According to her, funds from the military component of the loan will be allocated for the procurement and production of weapons for Ukraine.
“Such procurement and production may take place both in Ukraine, involving domestic manufacturers, and within the European Union, involving EU-based producers, as well as in third countries where such equipment is not manufactured in Ukraine or the EU. For example, missiles for Patriot systems can be procured from the United States. The first tranche of the loan will be allocated specifically for drones,” the MP said.
She added that the delay in the disbursement of the loan by the European Union, caused by obstruction from Hungary, did not affect Ukraine’s economic situation.
“There have been no major cuts to state budget expenditures across various programmes, and we are not seeing delays in public sector salaries, so it can be said that we have navigated this period relatively smoothly. However, we still need to hold out for another month until the first tranche of budget support is received. The initial disbursement is expected to be provided in advance. Negotiations are currently ongoing on a Memorandum of Understanding between the Government of Ukraine and the European Commission, which will outline quarterly indicators and reform-related conditions that Ukraine will need to meet,” the MP noted.
Roksolana Pidlasa emphasised that, thanks to funding from the European Union, the International Monetary Fund, and the World Bank, as well as Ukraine’s own revenues, the state budget needs for this year are fully covered. She also recalled that the Ukraine Support Loan is non-repayable, meaning it is intended to be serviced through russian reparations, and if such reparations are not secured, Ukraine will not be obliged to repay these funds to the European Union.
