The Bill (Reg. No.5298) brought by A.Yatsenko, the People´s Deputy of Ukraine, envisages exclusion of the possibility of wages payment in the natural form. It is also envisaged that instead of the wages part compensation due to its payment terms violation, implement the penal sanctions for such violation in the form of fine that is paid to the worker at the form of the National Bank of Ukraine rate for each day of such delay.
The author suggests increase of the penalty rates presupposed for the evasion of the negotiations participation regarding the concluding, amendments or addition of the collective contracts and agreements. The Bill contains principles on the liability strengthening for the labour legislation infringement.
The Committees members upheld the necessity this sphere legislation improvement though expressed certain number of remarks concerning the bill.
The People´s Deputies suggest altering of the word "adherence" into the term "violation" as it is impossible to bring to the responsibility for the citizens rights adherence.
The Parliamentarians emphasized that the bill norm envisaging implementation of the penal sanctions for such violation in the form of fine that is paid to the worker at the form of the National Bank of Ukraine rate for each day of such delay instead of the wages part compensation due to its payment terms violation. Still the Bill author does not introduce relevant amendment to the Law "On Partial Compensation of Wages due to its Payment Terms Violation" that would lead to the juridical conflict.
