On March 20, the First Deputy Speaker of the Verkhovna Rada of Ukraine Oleksandr Korniienko took part in the roundtable discussion “Preparation for the First National Post-War Elections in Ukraine: Organisational Challenges and Legislative Developments.”
The event was organised by the Centre of Policy and Legal Reform in cooperation with the Working Group on drafting comprehensive legislative proposals regarding the specific features of organising and conducting elections during a special period and/or post-war elections in Ukraine, within the framework of the U-VOTE project, supported by Norway and implemented by the International Institute for Democracy and Electoral Assistance.
During the roundtable, legislative developments of the Working Group were presented, based on the outcomes of the work of thematic subgroups, in particular:
“Our work is completely transparent. We discuss these complex issues neither in fragments nor behind closed doors. We have reached a consensus that holding elections during martial law is impossible. At the same time, there is still much work ahead regarding the participation of Ukrainians abroad in elections, as well as identifying the best mechanisms to ensure full and effective voting for our Defenders,” said the Head of the Working Group, First Deputy Speaker Oleksandr Korniienko.
In addition, he noted that elections to the Verkhovna Rada and the issue of funding post-war elections remain separate areas requiring further work. After the thematic subgroups of the Working Group complete their tasks, a meeting of the subgroup on the implementation of Ukraine’s EU integration commitments, chaired by the First Deputy Speaker, will take place. During this meeting, in an open format, the status of Ukraine’s fulfilment of the relevant commitments—particularly regarding electoral rights and legislation—will be recorded, and the steps for implementing each of them will be determined.
He thanked his colleagues for their joint work and expressed gratitude to the event organizers for creating a platform for professional discussion of the proper legal and organizational conditions for holding Ukraine’s first national post-war elections.
It is recalled that the Working Group on the preparation of comprehensive legislative proposals regarding the specifics of organizing and conducting elections under a special period and/or post-war elections in Ukraine began its work on 26 December 2025.
Representatives of the Verkhovna Rada of Ukraine, government bodies, the Central Election Commission, international organisations and the expert community took part in the round table. In particular, the chairs and co-chairs of the Working Group’s thematic sub-groups: Olena Kondratiuk, Deputy Speaker of the Verkhovna Rada of Ukraine; Olena Shulyak, Chair of the Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning; Roman Lozinsky, First Deputy Chair of the Committee and Chair of the Subcommittee on Decolonisation of the Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning; Vitalii Bezgin, Chair of the Sub-Committee on Administrative-Territorial Structure and Local Self-Government of the Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning; Tamila Tasheva, Chair of the Sub-Committee on the Restoration of State Authority and Local Self-Government in the Temporarily Occupied Territories of Ukraine, the Autonomous Republic of Crimea and the City of Sevastopol of the Committee on the Organisation of State Authority, Local Self-Government, Regional Development and Urban Planning; Alina Zagoruiko, Deputy Chair of the Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning.
