The Bill (Reg.№4461) envisages the opportunities for the individual persons and agricultural enterprises that have concluded loan treaties in foreign currency to convert the credits into the national currency of Ukraine. Pursuant to the Bill, the finance establishments are not supposed to exact the mortgage subjects if the agricultural enterprise is a mortgager.
In the course of the discussion, the Members of the Committee have pointed out the attention on the fact that the Central Scientific Experts Office of the Verkhovna Rada of Ukraine does not uphold the Bill.
It was also emphasized that the bill documents do not defines the damage compensation mechanism to the finance establishments in connection with the suggested conversion.
The attention was also pointed out on the fact that the suggested moratorium implementation on the property exaction of the agricultural enterprises needs the issue solution: in what way the legal demands of the creditors would be satisfied regarding repayment of the funds allotted to the debtors.
