Oleksandr Lavrynovych: It is the Quality of the Adopted Laws, not their Number that shall assess Efficiency of the Ukrainian Parliament
Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, made the above-mentioned statement in the interview to Channel 24, commenting upon the efficiency of work of the Ukrainian legislative body.
The First Vice-Chairman is convinced that "settlement of fundamental issues and quality of the adopted laws" shall determine the efficiency of work. Despite the political confrontation at the Parliament, the number of adopted laws exceeds the corresponding number at any European Parliament.
"In the countries with developed democratic institutes, several years pass from the generation of an idea to the adoption of the law. The reasonability of the law, the expert conclusions and possible consequences of the law are being analyzed. In our country, this process is more rapid, hence, the quality is low", - the politician explained.
Oleksandr Lavrynovych commented upon certain moments of the last plenary day of The Verkhovna Rada, 23 December 2009, when the issues on fighting corruption were scrutinized. He believes that the titles of the laws are quite contrary to their contents.
"Three laws on fighting corruption in Ukraine can come into force on 1 January 2010. The titles sound nice. However, the contents of these laws proves that they rather facilitate corruption in Ukraine and restrict the citizens´ rights to provide for a living by their work and intellect", - Oleksandr Lavrynovych stressed.
"It is a great problem that the laws are hastily adopted, the legislative acts being not analyzed. The whole country will suffer from these laws", - the First Vice-Chairman warned.
