Mykhailo Prysiazhniuk analyzed the principal problems of land relation reformation. According to his words, the further reformation of agrarian sphere is possible only under the condition of agricultural land market introduction.
According to the meeting participants, imperfection of the normative-legal regulation of the land relations and land market formation process causes sustained loss for the state as the criminalization of land sphere is being held.
The speakers emphasized that in such countries where are stable traditions of respect to the property right during the restriction implementation on the land market operations, they deem it necessary to preserve the private initiative of the owner regarding the land use or its rights circulation.
AS a result of the discussion, the participants of the discussion came to the conclusion that the implementation of the transparent and civilized market of agricultural lands is impossible without the legislative regulations of the relations connected with the process of legal interest and rights protection of land market subjects.
Representatives of the local self-government deems that the Parliament, the President of Ukraine and the Cabinet of Ministers as a subjects of legislative initiative are supposed to elaborate and introduce for the scrutiny the laws on the state land cadastre, land inventorying and state land bank etc.
