At its meeting on 22 January 2026, the Verkhovna Rada Committee on Youth and Sports considered the implementation of the Law of Ukraine "On Physical Culture and Sports" in terms of the results of the Ukrainian national team's performance at the XXV Summer Deaflympics in 2025 in Tokyo (Japan).
The Minister of Youth and Sports of Ukraine, Matvii Bidnyi, informed the members of the Committee that the athletes of the national Deaflympic team had represented Ukraine with dignity at the XXV Summer Deaflympics in 2025 and had confirmed their world leadership for the second time in a row (for the third time in the history of Ukrainian athletes' participation in the Summer Deaflympics) – winning 100 medals (32 gold, 39 silver and 29 bronze) in 14 sports (basketball (men/women), freestyle and Greco-Roman wrestling, bowling (men/women), volleyball (men/women), judo, karate, swimming, table tennis, cycling, athletics, beach volleyball (men/women), shooting, orienteering) and took first place and topped the world rankings, which is a great achievement for Ukrainian sport as a whole.
Matvii Bidnyi reported that 2,701 athletes (1,750 men and 951 women) from 81 participating countries took part in the XXV Summer Deaflympics in 2025, competing in 21 sports. A total of 174 athletes (from 22 regions of Ukraine) representing the Ukrainian national Deaflympic team took part in 17 sports included in the competition programme.
The President of the National Committee of Sports for the Disabled of Ukraine, Valery Sushkevich, emphasised that the National Committee of Sports for the Disabled of Ukraine and the Sports Federation of the Deaf of Ukraine had carried out painstaking diplomatic work to fight against the admission of russian and belarusian athletes to the XXV Summer Deaflympics, which resulted in the development of strict "neutrality" criteria that were supported and implemented by the International Committee of Sports for the Deaf (ICSD). Thirty-six athletes representing the russian federation and 24 representing the republic of belarus were admitted to participate in individual sports at the 25th Summer Deaflympics in 2025 under neutral status (DINA).
A significant area of work for the National Committee of Sports for the Disabled of Ukraine, in conjunction with the Ukrainian Centre for Physical Culture and Sports for Persons with Disabilities "Invasport" and the Sports Federation of the Deaf of Ukraine, was to highlight the preparation and participation of Ukrainian athletes in the XXV Summer Deaflympics in 2025 in Ukraine.
The members of the Committee thanked the leadership of the National Committee of Sports for the Disabled of Ukraine, coaches and athletes for their brilliant victory at the Deaflympics, which demonstrated the high level of preparation of the Ukrainian team. The members of the Committee emphasised that they would do everything possible to ensure that Ukrainian Deaflympic athletes continue to have all the opportunities they need for modern training and successful competitions in the future.
Following the discussion, the Committee decided:
1. To take note of the information provided by the Ministry of Youth and Sports of Ukraine regarding the participation of the Ukrainian national team in the XXV Summer Deaflympics in 2025 in Tokyo (Japan).
2. To recognise the performance of the Ukrainian national team at the XXV Summer Deaflympics 2025 in Tokyo (Japan), which took place from 15 to 26 November 2025, as successful.
3. Recommend that the Ministry of Youth and Sports of Ukraine:
together with the National Committee of Sports for the Disabled of Ukraine and the Ukrainian Centre for Physical Culture and Sports for Persons with Disabilities "Invasport", give priority attention to the timely financing of events provided for in the Unified Calendar Plan of Physical Culture, Health, Sports Events and Sports Competitions of Ukraine for the relevant year, related to the preparation and participation of athletes with hearing impairments in the XXVI Summer Deaflympics in 2029 in Athens (Hellenic Republic);
together with the National Committee of Sports for the Disabled of Ukraine, provide funding for the development and equipping of infrastructure facilities at the Western Rehabilitation and Sports Centre of the NCSUD (Lviv region) as a single inclusive, fully barrier-free sports base;
together with the National Committee of Sports for the Disabled of Ukraine, continue sanctions work to exclude Russian and Belarusian athletes from participating in official international sporting events.
4. The Ministry of Finance of Ukraine shall provide for the payment of rewards to athletes with disabilities from Ukraine – winners and prize-winners of the Paralympic and Deaflympic Games and their coaches in the amount of rewards provided to athletes from Ukraine – winners and prize-winners of the Olympic Games.
5. Heads of regional and Kyiv city state administrations shall take measures to:
support the activities of regional centres for physical culture and sports for persons with disabilities "Invasport" and children's and youth sports schools for persons with disabilities in the development of physical culture and sports for persons with disabilities in the regions;
improving the living conditions of athletes of the Ukrainian national team and their personal coaches, including those who have been forcibly displaced from the territory of the Autonomous Republic of Crimea and the temporarily occupied territories of Donetsk, Luhansk, Zaporizhzhia, Kherson and Kharkiv regions;
the allocation and payment of regional scholarships to support athletes with disabilities and their coaches;
6. Inform the Committee on Youth and Sports about the implementation of this decision by 1 January 2027.
The relevant decision of the Committee has been sent to the Cabinet of Ministers of Ukraine and the National Committee for Sports of Persons with Disabilities of Ukraine.
