Throughout 2025, the Verkhovna Rada of Ukraine carried out legislative activities in accordance with defined state priorities, particularly in the areas of security and defence, European integration, and international cooperation.
Plenary activities: key indicators for 2025
The Verkhovna Rada of Ukraine convened 84 times in 2025 to carry out its plenary activities. People's deputies considered 571 items on the agenda.
The result of this work was the adoption of:
195 laws in total;
368 resolutions of the Verkhovna Rada, 171 of which concerned legislative procedure issues.
Priority areas of lawmaking
Security and defence: 36 laws were adopted, emphasising the priority of supporting the security sector in the face of current challenges.
European integration: 12 laws were adopted aimed at bringing Ukrainian legislation closer to European Union standards.
International cooperation: the Verkhovna Rada ratified 23 international treaties and denounced one.
Work of parliamentary committees
The committees ensured professional and systematic preparation of draft laws for consideration in the session hall.
In 2025, the committees:
held 632 meetings;
considered 4,148 issues;
provided 895 conclusions of the main committee and 1,930 conclusions for the main committee.
In addition, 10 hearings were organised to discuss socially important issues and conduct expert analysis in committees.
In 2025, the Verkhovna Rada of Ukraine confirmed its role as a key legislative body that shapes a reliable legal framework for protecting the state, strengthening its capacity during the war and ensuring sustainable development in the post-war period.
