The Chair of the Committee on Ukraine's Integration into the EU, Ivanna Klympush-Tsyntsadze, met with representatives of the Economic Security Bureau of Ukraine, led by Director Oleksandr Tsyvinskyi.
During the meeting, they discussed steps that Ukraine needs to take to improve the effectiveness of the fight against economic crime and to comply with EU requirements. Reforming the Economic Security Bureau of Ukraine is one of the requirements on the path to European integration. Support from the IMF and other international donors providing macro-financial assistance to Ukraine also depends on the reform of the bureau.
Representatives of the BEB informed the Committee Chair about the main challenges currently facing the BEB, as well as the steps needed to further reform the bureau. One of the main challenges is the financing of this institution. In order to work effectively in the regions, the BEB must open a total of 15 territorial divisions, which is Ukraine's obligation under the Roadmap on the Rule of Law. Currently, only nine regional offices of the BEB are operating in Ukraine. The funds allocated to the central office are also insufficient to carry out the tasks set. This has also been pointed out by the Accounting Chamber of Ukraine.
During the meeting, the issue of granting the BEB special status was also discussed. Oleksandr Tyvinskyi emphasised that such status is provided for in the roadmap for Ukraine's accession to the EU. This would give the agency the autonomy it needs and help it to perform its functions as effectively as possible. The reform of Ukrainian legislation in line with EU law was also discussed. In particular, the introduction of criminal liability for illegal actions involving international financial assistance. This requires amendments to the Criminal Procedure Code.
Ivanna Klympush-Tsyntsadze emphasised the importance of a transparent and effective system for monitoring the use of international aid funds. According to her, against the backdrop of corruption scandals in Ukraine, this would strengthen Western partners' trust in Ukraine. The Chair of the Committee and the Director of the BEB agreed to coordinate efforts to further reform the Economic Security Bureau of Ukraine in line with EU requirements and Ukraine's international commitments.
