Oleksandr Lavrynovych: Ukraine faces an Unprecedented Situation with the State Budget for 2010

 

According to Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, it is an unprecedented situation that Ukraine finishes the year with no Draft State Budget for the next year submitted to the Parliament. He made the above-mentioned statement at the briefing after the Conciliative Council on Monday, 21 December.  

 

"It is for the first time in the history of Ukraine that the year shall be finished without a Draft State Budget for the next year submitted to The Verkhovna Rada", - O. Lavrynovych stated.

 

"It is an unprecedented situation that the Cabinet of Ministers failed to bring forward the Draft State Budget. It is a hitherto unseen suggestion that the resolution of The Verkhovna Rada rejecting the Draft State Budget submitted in September be cancelled", - O. Lavrynovych stated.

 

The First Vice-Chairman believes that "it is out of common sense to scrutinize the document" submitted to The Verkhovna Rada as a Draft State Budget for the next year, "since the Draft was elaborated on the non-existent legislative base, being calculated on the grounds of the non-adopted budget code".

 

O. Lavrynovych summarized the situation with the budget process for 2010. He doubts the capacity of the acting Government to work for the future. "The current situation is work for the present with no consideration for the future", - O. Lavrynovych stated.
