Oleksandr Lavrynovych: The State Budget Bill 2010 was not directed to the Parliament according to the Terms, established by the Legislation
The Bill of the State Budget for the year 2010, that was supposed to be elaborated by the Verkhovna Rada of Ukraine is not being completed yet and has not been directed to the Verkhovna Rada. It was declared by Oleksandr Lavrynovych during the morning sitting.
According to the effective Law and the resolution adopted by the Verkhovna Rada of Ukraine regarding the two weeks elaboration of the principal finance document of the state and according to the plenary meetings schedule, the Parliament was supposed to scrutinize the Bill in the second reading on 15 December of the current year. Still, the Government, contrary to the effective legislation has not supplied the Parliament with the Budget Bill.
"The Bill of the Law was supposed to be elaborated according to the three principles of the Verkhovna Rada of Ukraine resolution, but the Bill of the State Budget 2010 is not completed and has not been directed to the Verkhovna Rada of Ukraine, hence we have nothing to scrutinize now, as the Cabinet of Ministers has not fulfilled its constitutional obligation", - O. Lavrynovych declared during the plenary meeting.
