Oleksandr Lavrynovych: Law shall prevail over Political Expedience
In the results of the presidential elections in 2004, Ukraine got an unlawfully elected Head of State. Oleksandr Lavrynovych, First Vice-Chairman of The Verkhovna Rada of Ukraine, made the above-mentioned statement in an exclusive interview to "Hlavkom" internet edition. He commented upon the final development of events after the announcement of a repeated second round of voting.
"After such a development of events, we got an unlawfully elected President. However, he was legitimate, as the majority voted for him in the so-called third round, which should not have been held", - O.Lavrynovych stated.
The politician believes that "events of 2004 concerning amendment of the Fundamental Law serve as an example of undesirable actions". "It is a clear example how a single resolution can suspend previous development of the country, impeding its further development", - the First Vice-Chairman of The Verkhovna Rada of Ukraine stated.
However, O.Lavrynovych admits that the Parliament can become a compromise-promoting instrument at the final stage of elections. Still, he is convinced that the Fundamental Law will not be amended.
As far as the budget process was concerned, O.Lavrynovych characterized the governmental State Budget Draft for 2010 as a propaganda document. "The budget process was disrupted as early as in September, when the State Budget for 2010 drafted on the basis of non-existing legislation was brought before Parliament. It was not a financial act, but a propaganda document", - the politician stated.
O.Lavrynovych believes that the act can be adopted, "provided, it is re-calculated in compliance with the adopted Law on minimum wage and social standards. However, it is hardly possible, considering the actions of the Prime Minister given the presidential campaign".
O.Lavrynovych answered the question whether the Draft State Budget will be scrutinized in the next plenary week. He stated: "Neither new Draft, nor the report concerning the work of the Ministry of Finance upon it has been received yet (as of 09.12.2009 ed.)".
